We are headed to New Orleans March 16th, with a 40 foot RV and a TOAD.
Having read really bad reviews of most parks, I was wondering if there are any parks close by that you would recommend.

Good luck. There are some Festivals during that time frame, one being the St. Patrick's festival. It can get crowded during those times.
I would suggest KOA West, but I just checked on a 40 footer and they do not have any spots available.
You may have to go out of town, or one of the more expensive resorts.

Lake Pontchartrain Landing is a great park. Stayed once at the one downtown but isn't in the best section of town. Don't know if Pontchartrain still has van service to French Quarter.

Sorry i didn't see this one earlier, but Pontchartrain Landing was nice and there is a shuttle to FQ. Where did you end up staying.
