Of course mine does not have a panel above the instrument panel. The panels I have is on located under the instrument panel, the other is located on the side.
I guess at this point I need to start exploring.

Welcome to the FMCA Forum.Yes, it could be a 12 VDC positive issue (switch, wiring, etc) but could just as easily be a ground issue.
Temporarily install a second ground to known good chassis ground to the ground side of the lights and see if that fixes it.

Thanks for the reply. I have not taken it apart yet. Not sure if I have to do it from the dash by pulling it out or can it be reached from under the dash, any ideas?

I have a 1998 Monaco Windsor (DP). The dash lights do not work (very dim). I suspect the headlight switch. Has anyone replaced one? Do you need to pull the dash panel out to replace the switch?

I recently purchased a used 1998 Monaco Windsor (DP). My city water line froze last night, currently in Atlanta, GA. I have decided to use my fresh water supply until the cold snap passes.
However, my pump only runs when I hold the switch in the on position. It build pressure but stops when the switch is released.
Any ideas, seems like the switch should pick up a relay, after the pressure is at it's setting then the relay would drop out.
Just guessing.
Sure would like to find maintenance documentation on this coach.
