towing 4 wheel downs Honda Civic 2016 Manual Transmission

Being from Canada we contacted Honda Canada Customer service to get explanation on why the Canadian model can't be towed 4 wheels down vs the US model which can (ref: FMCA towing guide) . Anybody out there as insigths on that issue? Does FMCA as contact at Honda that could help me clarify this issue. Note:I made several attempts through Honda Canada Customer service with no success.
