I have a 2018 Chevy Cruze 1.4l with a six speed manual transmission and keyless ignition.. The steering wheel does not lock. If I put it in neutral with the handbrake off it seems to me it should be ready to tow with no battery drain.

The manual says to pull 4 fuses after turning ignition to accessory position, which will introduce a battery drain. My question to GM here in Canada was why do I have to put it in accessory mode and pull fuses when simply putting it in neutral and hand brake off would appear to make it ready to pull with no battery drain, as the steering wheel does not lock.  Dealer and GMC response has been ambivalent, other than to say that's the way the manual is written. Neither could give me a good reason for the procedure as provided by them. What can I be missing?
