Leave Water Heater On Gas All The Time Or Turn 0n/Off?

i can get hot water when i have the 12v switch on but when i flip on 120 volt supply by generator or hook on shore pwr but no hot water. i only been rving for abou 1 year. am i not leaving it on long enough for hot water on 120 volts or shore pwr, need u guys help
