Solar panel display clicking g

No matter what setting I use, the display panel continues to make a clicking sound and a red light with the charge status.  Battery voltage is now 12.13;solar panel current is .0 to .2; output charge current is 0.0.  Today is only partly cloudy, 80° F.  

What does this mean and how do I get it to stop clicking?
