Loose linkage in wipers

My driver-side wiper operates fine at slow speed. At highway speed, the wind apparently pushes harder and the wiper arc goes past the curve of the windshield. Then it snaps back with a thud. I have checked the bolt and the splines - seems fine. So my conclusion is that the linkage on that one side has loosened. Does anyone have experience repairing this? I drive a 2005 Beaver Monterey. How is the linkage accessed? What is required to troubleshoot and repair?
