Really sounds like maybe a bad connection somewhere. The cable plugs into the back of the panel and onto the board usually located in the main distribution panel. I would unplug and plug those back in a couple of times as a start.

I use two 1/2" conduit teardrop clamps attached to the plate holes. They will snap around the ladder bars and clamp down with one screw and nut each. To access the roof just remove one screw, loosen the other and the plate will swing to the side.

Have you ever looked close at some of those free dump sites in rest areas. The state has to pay someone to clean them, although they don't do it often. There is some people out there that would just as soon dump on the ground and let someone else worry about it.
If I had a dump station, I would certainly charge at least $5.
