  1. Power steering cylinders may contain a control valve in addition to the cylinder. If this cylinder does not contain a control valve I would concur with the other comments. I would expect that a good shop would have no difficulty replacing the seals. If it does contain a control valve and maybe that can be ascertained from the manual the repair could be more complex. I do not have the Howard unit but the one I had was quite old (early 50's) and the valve and cylinder was repaired by a hydraulic shop for about $1300. This involved the shop making some of the parts for the valve. The cylinder repair was simple and just required some standard seals. Good luck.
