I think many of the parks are going to be full this time of the year.  The KOA in Tucson is excellent but they fill up also. https://koa.com/campgrounds/tucson-lazydays/

Title of your post indicates January 2017.  I'm guessing you meant to say 2018.

Try Pioneer RV Park just north of Phoenix or Butterfield RV Park at Benson. Both are nice parks that have casual spaces. Most parks will be booked, we booked last winter before we left for this year.

There is a lot of BLM land in the Southwest quadrant still available...no plugs or sewer connections though.

Well at this point I would use these apps to try and find a place. https://www.rvparky.com/,   and http://www.rvparkreviews.com/   To start looking That area is prime Snowbird country. I would also look in the Rio Grande Valley (Texas) if you are looking for warm places.  Let us know what you find out.
