I have been on the section of 191 south of Moab, UT to Mexican Water many times. From Moab to Mexican Water is up and down from 4000 to 7200ft. 191 from the Bluff intersection to 160 is very rough much of the way. If you have time I suggest taking 163 through Monument Valley to 160. It's rough too but the view is worth it.

The road isn't bad but it is VERY steep and curvy in some places. There are two mountian passes to go over. I went over that route from CA to NV in july 2011 and I would not do it again. If you do it in the summer make sure your cooling system is in perfect condition.
